Here are the steps. Please follow all of them in the correct order.
1. Duplicate your base and set it to screen 100%.


2. Duplicate the base once more and go (ADJUST - BRIGHTNESS & CONTRAST - HISTOGRAM EQUILIZE)

Set that layer to SOFT LIGHT 50%.

3. Create a New Raster Layer. Fill it with #ffc7e5. Set it to soft light 63%.
Create another Raster Layer. Fill it with #acc7f3. Set it too soft light 83%.
Create yet another Raster Layer. Fill it with #fbb253. Set it to MULTIPLY 5%.

4. Go (LAYERS - NEW AJUSTMENT LAYER - HUE/SATURATITON/LIGHTNESS
Set the saturation level to 30. Click OK.

5. Go LAYERS - MERGE ALL (FLATTEN) & you're done!
