I will be using Paint Shop Pro for this tutorial, but it works just fine in photoshop.

Step 1

Take a picture and crop it to any size you want.

Step 2

Duplicate your base and set it to Screen 70%. (You may adjust the opacity to your liking)

Step 3

LAYERS - MERGE ALL (FLATTEN).
Duplicate your base and go ADJUST - ONE STEP NOISE REMOVAL

Set the duplicated base (with the "one step noise removal") to Screen 50%.

Step 4

Create a new raster layer and fill it with #FEA922.
Set the settings to MULTIPLY 10%.
Create a new raster layer and fill it with #FEA922. Set it to SCREEN 100%.

LAYERS - MERGE ALL FLATTEN

Step 5

Duplicate your base and set it to Soft Light 70%.
Go LAYERS - NEW ADJUSTMENT LAYER - HUE/SATURATION/LIGHTNESS. SEt the Saturation to 15.
LAYERS - MERGE ALL FLATTEN
There you go!
