Step 1
Take your image and size it to the size you want. I will be using an image of Blake Lively from sweetandtalented.com
Step 2
Take your base and go Enhance Photo - One Step Noise Removal.
Step 3
Duplicate your base once and go Adjust - Brightness & Contrast - Levels...
Match the settings to mine below and then hit OK.
Your image should now look something like this:
Step 4
Now duplicate your base (the original bottom layer).Drag this layer to the top.
Go ADJUST - BLUR - RADIAL BLUR and match the settings to the ones below:
Set this layer to Hue (L) 100%

Now...just to make sure your layers are set up in the same order as mine...this is what mine looks like (so far):
OK, duplicate your 'background' layer (original base) and drag it to the top.
Go ADJUST - HUE AND SATURATION - COLORIZE. Match the settings to mine below:
Set this layer to SOFT LIGHT 45%
Now go LAYERS - NEW ADJUSTMENT LAYER - HUE/SATURATION/LIGHTNESS. Set the SATURATION to 15.
Go LAYERS - MERGE ALL FLATTEN and you're done!
