To start out you need to take your icon and follow this (click) tutorial. This will make your image have better quality.
Once you've done that copy the image below and paste it as a new raster layer onto your icon.. Set the settings to SCREEN 100%.
Create a new raster layer and fill it with #f9f9e7 (a light tan).
Now, create another raster layer and fill it with #240b3d (dark blue).
This is what I have so far:
Now go LAYERS - MERGE ALL (FLATTEN).
You're done!
