Made on PSP; those of you with photoshop may have to improvise.
01. Duplicate your base and set it to screen 43%.
02. Create a new raster layer and fill it in with a deep blue. Set this layer to Screen 100%.
03. Duplicate your base and drag it to the top.
Go enhance photo - color balance
Match the settings to mine below:
Set this layer to Soft Light 100%.
Go Effects - Distortion Effects - Polar Coordinates. Match your settings to mine below, and then press OK.
05. Select your selection tool and match the settings to mine below EXCEPT set the settings to feather 25
Make a selection around the middle (like a circle) and then press delete several times; until you get the desired amount you want deleted. Merge all layers and you're finished!
